For most developing countries, energy security is reliant on access to the energy available in the world trading system, and on expanding energy supply in line with their economic growth.
One of the major international energy challenges is to maintain access to secure and affordable energy supplies while mitigating the effects of climate change.
The impacts of climate change are likely to be considerable in tropical regions, and developing countries are considered more vulnerable due to their low capacity to adapt, which stems from their high reliance on natural resources, limited ability to adapt financially and institutionally, low per capita GDP and high poverty, and a lack of safety nets.
