We offer access to the best thinking, research and training available in transport and communications, energy, geoscience, urban planning and relevant cross cutting themes.

We also provide advice on demand, including rapid response research and consultant finding. The following services are available to DFID and the wider development community:

  • Help Desk service to provide a timely and accurate response to infrastructure related enquiries
  • Document library supporting independent research needs
  • Rapid response research service for short desk-based research needs
  • Find a consultant service for efficient contracting of consultants to carry out consultancy, desk-based research, and training
  • Topic guides providing overviews of current knowledge in various thematic areas
  • Organisations directory with contact information for organisations active on relevant issues
  • Conferences, events and training directory to support professional development needs
  • Email bulletin with announcements of new publications and other news.

The TI-UP Resource Centre is managed by WSP International, and is supported by a wide range of specialist organisations within each of the core sectors.

Q. I am a DFID member of staff. How do I generate a commissioned service through TI-UP?

To generate a commissioned service, requests can be made through the TI-UP website or, preferably, by contacting the TI-UP RC manager, Stephen Newport, directly (Stephen.Newport@wspgroup.com)

 

To access the TI-UP Framework Agreement in order to carry out the work, all that is required is a task ToR and budget agreement (MIS code and funding confirmation) to be sent to DFID Procurement Branch (Tom Finnigan). TI-UP will respond immediately and Procurement Branch can normally respond with contract documents for the consultant within 5 working days.

TI-UP is a key resource centre providing a one-stop shop for knowledge in the combined fields of Technology, Infrastructure and Urban Planning.

Its services are aimed at DFID infrastructure advisors, programme managers, DFID's partners in developing countries, and the wider international development community.

The basic features of TI-UP, such as access to the latest news, documents, and training events can be used by anyone. Once registered, users gain access to the TI-UP discussion forums, search facilities in the Document and Training & Events databases, and can sign up for email bulletins in the sectors of their choice.

All registered users can submit an enquiry to the TI-UP Helpdesk. DFID staff and DFID partner organisations are eligible for up to two days free core service. For longer enquiries, or for users who are not eligible for the free service, the price will depend on the length of time and the nature of the inputs required.

Q. What can I use the Helpdesk service for?

The core Helpdesk service provides up to two days input on all infrastructure related enquiries. Some examples include document reviews, information gathering and analysis, collecting and preparing CVs for a technical post, or arranging training.

In addition to this, the TI-UP Helpdesk also offers solutions to longer commissioned enquiries through a framework agreement. This enables us to offer specialist consultancy services via call-down contract on a range of infrastructure projects, utilising the global expertise of our Consortium members and consultant database.

For core Helpdesk services (with up to two days input) your enquiry will be attended to promptly within UK operating hours, and the response prepared, quality checked and delivered within 5 working days. For more urgent enquiries, the Helpdesk will aim to deliver a response within your timeframe.

For commissioned services, TI-UP will seek to submit nominations and proposals within 5 working days of receipt of Terms of Reference or clarified instructions. For tasks of a specialist nature, nominations and proposals will be submitted within 10 working days.

The Department for International Development (DFID) is the part of the UK Government that manages Britain's aid to poor countries and works to get rid of extreme poverty.
We are headed by a Cabinet minister, one of the senior ministers in the Government. This reflects how important the Government sees reducing poverty around the world.
